Case Study: Province of Ontario

Summary 

While not a website build, our work with the Province of Ontario to modernize its Azure-based data platform showcases Saige’s strength in structured delivery, governance, training, and long-term digital sustainability. This case is particularly relevant given the RFP’s emphasis on knowledge transfer, CMS onboarding, and ongoing support. 

Challenge 

The internal cloud environment was growing in usage but lacked governance, cost controls, onboarding standards, and consistent documentation. Each department had different technical knowledge, and there was no clear framework to scale the platform reliably or cost-effectively. 

How we Delivered 

Technical Infrastructure & Governance 

  • Re-architected the platform into a tiered Medallion architecture, with separate environments for dev/test/prod 
  • Implemented naming conventions, role-based access control, and tagging policies to support growth and governance 
  • Integrated Azure DevOps pipelines to automate resource provisioning 

Knowledge Transfer and Documentation 

  • Created a centralized documentation hub with: 
  • Role-specific onboarding guides (non-technical vs. DevOps) 
  • Platform diagrams, escalation flows, and naming standards 
  • Plain language guides to support policy staff and cross-ministry collaboration 
  • Designed and delivered a two-track training model: 
  • Live technical workshops with ministry developers 
  • Non-technical policy/communications sessions on using dashboards, accessing logs, and governance rules 
  • Developed a comprehensive knowledge transfer framework: 
  • Documentation was shared in advance to help the Ontario team prepare for each phase 
  • Live KT sessions paired walkthroughs with real examples 
  • Ministries then independently implemented changes before returning for guided workshops based on real-world scenarios 
  • Ongoing support was available throughout to troubleshoot, reinforce concepts, and build long-term autonomy 

Stakeholder Collaboration 

  • Held kickoff workshops with technical leads from three core ministries to identify workflow bottlenecks 
  • Developed shared planning timelines in Azure DevOps with stakeholder access and checkpoint reviews 
  • Created co-authored resource handbooks with input from the ministries, IT leads, and compliance officers 
  • Regular reporting to a central project sponsor with rollout and feedback loops managed collaboratively 

Results 

  • Scalability: Platform now supports new departments without external setup assistance 
  • Efficiency: Departmental onboarding time reduced from weeks to days 
  • Cost Savings: Role-based access and tagging resulted in a 20%+ cost reduction within the first 6 months 
  • Governance Maturity: Teams now follow a consistent, documented process for onboarding, reporting, and support — a mindset Saige brings to web content governance as well
